AID FOR ENERGY EFFICIENCY
Aid for home renovation
Green Energy Efficiency funding is focused on each of the programmes of the Royal Decree 853/2021 on Residential Renovation and Social
Housing. These programmes focus mainly on:
1. PROGRAM TO SUPPORT REHABILITATION ACTIONS AT THE BUILDING LEVEL
This programme seeks to finance works or actions in residential buildings that improve energy efficiency, with a special focus on building envelopes: facades, windows, boilers, etc. Those who may benefit from this programme are owners or usufructuaries of single-family detached dwellings or grouped in rows, and owners of existing collective housing buildings, as well as their dwellings, whether they are natural persons or legal entities of a private or public nature.
What requirements must be met to enjoy the benefits of this programme?
- Minimum 30% reduction of non-renewable primary energy consumption.
- Reduction of overall annual energy demand for heating and cooling in climate zones C (25%), D and E (35%).
- That the type of work to be carried out will be enveloping (façades, windows), and boilers.
- Maximum duration of the work: up to 26 months.
- The final recipients of the aid may assign the collection of the aid to the renovation agent or manager by means of the agreement referred to in Article 8.3 of the Royal Decree.

What is the procedure for the granting
of aid?
Each Autonomous Community will approve its aid plan and will establish the application procedure. Grants are awarded by simple concurrence, which means the applications will be processed in strict order of presentation until the funds are exhausted.

2. PROGRAM TO HELP ACTIONS TO IMPROVE ENERGY EFFICIENCY IN HOMES
This programme seeks to finance activities or work to improve the energy efficiency of dwellings, whether they are single-family homes or multi-family buildings. The dwellings for which funding is requested under this programme must constitute the habitual and permanent residence of their owners, usufructuaries or tenants at the time of applying for aid.
What requirements must be met to enjoy the benefits of this programme?
- Minimum 30% reduction of non-renewable primary energy consumption.
- Or reduction of overall annual energy demand for heating and cooling of 7%.
- Modification or replacement of construction elements of the thermal envelope to adapt them to the limit values of thermal transmittance and air permeability.
- The minimum cost of action must be equal to or greater than € 1,000.

Aid program for self-consumption projects
These subsidies consider eligible activities to include the installation of new solar photovoltaic and wind power generation equipment for self-consumption, with or without storage, the incorporation of storage systems in existing renewable installations, and the implementation of solar thermal, biomass, geothermal, hydrothermal or aerothermal technology for air conditioning and domestic hot water in dwellings.
The following programmes are available for private individuals:
- Implementation of self-consumption installations, with renewable energy sources, in the residential sector, public administrations and the non-profit sector, with or without storage.
- Incorporation of storage in self-consumption installations, with renewable energy sources, already existing in the residential sector, public administrations and the non-profit sector, with or without storage.
- Implementation of thermal renewable energy installations in the residential sector.
What
is the value of the aid and eligible activities?
- Photovoltaic solar energy: The subsidies for individuals are 40% (increases to 50% for collective self-consumption systems).
- Wind power: private individuals will receive 50%.
- Storage installations: Private individuals can receive a benefit of 70%.
- In air conditioning with renewable energy, the subsidy will depend on the technology used – such as biomass or geothermal – and will range from 40% to 70%.

Subsidies for efficient vehicles
The 2021 Moves III Plan, which will continue until 2023, is the third edition of the Spanish government's aid programme for the purchase of efficient vehicles. In this new edition, the direct aid for private individuals who hand in an old vehicle will increase:
- Up to €7,000 for the purchase of passenger cars.
- Up to €1,300 for the purchase of motorcycles.
- If an old vehicle is not scrapped, the aid can reach up to €4,500 for passenger cars.
- In addition, 70% of the cost of the installation of electric vehicle charging infrastructures or pre-installation of charging points in communities of property owners is subsidised.
The objective of this programme is to help increase the number of electric vehicles in Spain to reach the figures of: 100,000 charging points and 250,000 electric vehicles by 2023 set by the Government in the context of the Recovery Plan.
What is the value of the aid and eligible activities?
Vehicles with a selling price (excluding VAT) of: up to €45,000
- Post-purchase aid without scrapping: €2,500
- Post-purchase aid with scrapping: €5,000
- To 100% electric cars (EV or BEV) with an electric range of over 90 kilometres
Vehicles with a selling price (excluding VAT) of: up to €45,000 or €53,000 for passenger cars with 8 seats.
- Post-purchase aid without scrapping: €4,500
- Post-purchase aid with scrapping: €7,000
- To cars with fuel cell technology (FCV or FCHV)
Vehicles with limit on selling price.
- Post-purchase aid without scrapping: €4,500
- Post-purchase aid with scrapping: €7,000
